Colombia declara Emergencia Económica para sostener Presupuesto 2026

El Gobierno de Colombia declaró la Emergencia Económica, Social y Ecológica luego del rechazo en el Congreso de la Ley de Financiamiento, clave para el equilibrio del Presupuesto General de la Nación 2026.

La decisión fue anunciada por el ministro de Hacienda, Germán Ávila, y apunta a recuperar de manera extraordinaria $16,3 billones que el Poder Ejecutivo consideraba esenciales para cerrar el esquema fiscal del próximo año.

Fundamento constitucional

El Ejecutivo fundamentó la medida en el artículo 215 de la Constitución colombiana, que habilita la declaración de emergencia cuando se presentan hechos sobrevinientes que alteran gravemente el orden económico.

Según el Gobierno, la negativa legislativa a aprobar los recursos por la vía ordinaria configura una situación excepcional que justifica la adopción de medidas extraordinarias.

Facultades extraordinarias para el Ejecutivo

Con la declaración de emergencia, el presidente Gustavo Petro queda habilitado para:

  • Dictar decretos con fuerza de ley

  • Implementar medidas tributarias inmediatas

  • Evitar el trámite parlamentario tradicional

Estas herramientas permitirán avanzar rápidamente en la recomposición de los ingresos fiscales.

La emergencia se suma a la reciente emisión de $23 billones en bonos TES, colocados a una tasa del 13,15%, reflejando una presión creciente sobre las finanzas públicas en el cierre de 2025.
